PAOLO EMILIO ZANINI
Finchley Needs Reform
Finchley is a brilliant place to live, diverse, family-focused, full of community spirit, and well connected to the rest of London. But residents also know that things aren’t working as well as they should.
Too many people feel unheard when local decisions are made. High streets are changing quickly, small businesses are under pressure, and many residents worry about the long-term future of local services and public spaces. While Finchley has strong foundations, we need fresh energy and practical leadership to make sure it remains a place where people of all ages can thrive.
How I Will Help Finchley
My campaign is built around clear.
My Policies
T: Transparency
I will demand clear, public reporting on all council spending to ensure your tax money is tracked and fully visible. By putting relentless pressure on local authorities for increased accountability, I will ensure every penny of the budget is spent where it matters most.
A: Accountability
I will launch a rigorous review of all government contracts and tendering processes. My goal is to ensure that whoever holds these contracts is delivering real value that reflects actual market rates, ending the era of wasteful overspending on inefficient providers.
C: Community
I will guarantee faster, more efficient responses to your inquiries, shifting the culture so the council works for you, not the other way around. I am committed to ensuring the local authority is genuinely responsive to the specific requests and concerns of our residents.
S: Security
I will champion local initiatives to restore our wildlife and proactively maintain our public spaces. By securing a cleaner, greener future through disciplined conservation and maintenance, we will protect the environmental security of Finchley Church End for the next generation.

How we do it
Listening First. Acting Practically. Delivering Transparently.
This campaign is built on a simple principle: representation should be grounded in real conversations, clear priorities, and measurable results.
Listening to Residents
Regular street conversations, local meetings, and open communication channels will ensure concerns are heard, not filtered or ignored.
Evidence-Based Decision Making
Policy should be practical, not ideological. Decisions must consider impact, cost, and long-term sustainability for Finchley residents.
Transparent Communication
Residents deserve clarity on what is being proposed, why it matters, and how it affects their neighbourhoods.
Local Accountability
If elected, I will provide consistent updates, accessible contact routes, and clear reporting on progress.
Finchley Church End
Parks
Finchley Church End is anchored by the historic Stephens House & Gardens and the expansive Victoria Park. These green spaces provide essential recreation for families and dog walkers, featuring diverse arboretums, sports facilities, and local cafés. However, maintaining these “green lungs” against budget cuts remains a top priority for residents.
Public Services
The ward is served by the Finchley Church End Library and a dedicated Safer Neighbourhoods Team focused on tackling anti-social behavior near Finchley Central Station. While healthcare is accessible through local GP surgeries and the Royal Free Hospital, many residents report increasing difficulty in securing face-to-face appointments and timely police responses.
Roads
Major arteries like Regents Park Road and Ballards Lane suffer from persistent congestion and deteriorating surfaces. Local infrastructure is under pressure from “pothole hotspots” and aging drainage systems that cause pooling during heavy rain. Efficient, long-term road maintenance is needed to replace the current cycle of temporary “patching” repairs.
Infrastructure
The Finchley Central Town Centre Strategy highlights the urgent need to address the “pinch point” at the railway bridge, which restricts both traffic and pedestrian safety. Furthermore, as the ward grows, the digital and utility networks—including Full Fibre broadband and sewage capacity—require significant investment to prevent local services from reaching a breaking point.
Housing
Finchley Church End faces intense pressure from high-density residential developments that often overlook the character of the neighborhood. While there is a clear demand for homes, the focus has shifted toward high-rise “infill” projects rather than the affordable, family-sized housing that local people actually need.
Taxes
Residents in the ward are burdened by some of the highest Council Tax rates in London, often seeing annual increases that outpace improvements in local services. There is a growing demand for a “Value for Money” audit of Barnet Council’s spending to ensure that taxpayer funds are directed toward frontline services rather than bureaucratic waste.
Best-in-Class Leadership
2030
Restoring Accountability in Local Decisions
Too many residents feel that local decisions happen without proper consultation. I believe in open communication, clear reporting, and genuine community engagement. If elected, I will prioritise transparency and ensure residents understand how and why decisions are made.
2030
Supporting Finchley’s High Street & Local Economy
Local shops and independent businesses are the backbone of Finchley. Rising costs and shifting footfall patterns are putting pressure on them. I will advocate for practical support, fair policies, and a local environment where businesses can grow sustainably.
2030
Safer Streets. Protected Green Spaces. Better Services.
From neighbourhood safety to protecting green spaces and improving everyday services, my focus is on steady, visible improvements that enhance daily life. Finchley should remain a place families feel proud to call home.
Paolo E. Zanini
Entrepreneur. Community advocate. Finchley resident.
As Founder and CEO of Acumen International Media, I have built businesses, worked with global partners, and led teams across multiple sectors. My background has taught me the importance of accountability, efficiency, and long-term planning.
But beyond business, I believe in community.
Finchley is home. I understand both the opportunities and the frustrations residents face, and I believe local leadership should combine professional experience with genuine commitment to the area.
